What breaks conversion on local service sites

Nobody can tell where you are. The phone number is in the footer, not the header, and isn't tappable on a phone. "Request a quote" opens a nine-field form. How to brief

Give the reviewer an urgent, specific reason: "your water heater died this morning". Ask them to get to the point of calling or submitting a booking, and to stop there. Ask what they'd need to see to choose you over the next result. Mobile, almost always.
